Thai National Drug Consumption for the year : 2000-2001 Abstract A summary of the resource. มูลค่าการบริโภคยา (National Drug Consumption) ของประเทศไทยเป็นข้อมูลสำคัญที่จะช่วยสะท้อนระบบยาและระบบสุขภาพของแต่ละประเทศได้เป็นอย่างดี ดังนั้นในการจัดทำบัญชีรายจ่ายสุขภาพแห่งชาติ (National Health Account- NHA) จึงจำเป็นต้องรวบรวมและสอบทานจำนวนเงินที่ใช้จ่ายไปในการบริโภคยาผ่านช่องทางต่างๆ อย่างละเอียด เพื่อให้ข้อมูลดังกล่าวมีความถูกต้อง หรือใกล้เคียงกับวามเป็นจริงมากที่สุด การศึกษานี้มีวัตถุประสงค์เพื่อประมาณการมูลค่าการบริโภคยาของประเทศไทย ตลอดจนการกระจายยาผ่านช่องทางหลักๆ โดยเน้นการวงแนวทางการอ้างอิงหรือปรับใช้ข้อมูลจากฐานข้อมูลที่มีอยู่ในหน่วยงานต่างๆ ที่เกี่ยวข้อง และมุ่งหวังที่จะนไปสู่ข้อเสนอแนะเชิงนโยบายเพื่อการพัฒนาระบบข้อมูลของหน่วยบานเพื่อให้สามารถรายงานมูลค่าการบริโภคยาภายในประเทศได้อย่างเที่ยงตรงและน่าเชื่อถือต่อไปในอนาคต การศึกษามูลค่าการบริโภคและการกระจายยาของประเทศไทยครั้งนี้ ศึกษาข้อมูลต่อเนื่องกัน 2 ปี คือ ข้อมูลในปี พ.ศ. 2543 และ 2544 ระยะเวลาที่ใช้ในการศึกษาครั้งนี้เริ่มตั้งแต่เดือนตุลาคม พ.ศ. 2545 และสิ้นสุดในเดือนธันวาคม พ.ศ. 2546 โดยมีเป้ากายเพื่อให้สามารถใช้ฐานข้อมูลของภาครัฐ โดยเฉพาะข้อมูลจากสำนักงานคณะกรรมการอาหารและยา (อย.) กระทรวงสาธารณสุข ในการรายงานมูลค่าการบริโภคยาของประเทศได้อย่างต่อเนื่อง วิธีการศึกษาหลักใช้การเปรียบเทียบข้อมูลลักษณะเดียวกันที่ได้จากแหล่งข้อมูลมากกว่าหนึ่งแห่ง จากนั้นจึงคำนวณหาค่า Correcting Factor (CF) เพื่อใช้ปรับมูลค่าการผลิต และการนำเข้า การประมาณการมูลค่าการผลิต การนำเข้า และการส่งออกยาของประเทศไทย ประมาณการมูลค่าการกระจายยาที่มีการบริโภคผ่าน ช่องทางต่างๆ เฉพาะการบริโภคในระบบ เพื่อคำนวณหามูลค่าการบริโภคยาของประเทศ รวมทั้งศึกษาปัญหาอุปสรรคของการใช้ฐานข้อมูลต่างๆ ท้ายสุดเป็นการสังเคราะห์ข้อเสนอเพื่อการพัฒนาและปรับปรุงฐานจข้อมูลทุติยภูมิที่มีอยู่ให้สามารถใช้ เพื่อรายงานมูลค่าการบริโภคยาอย่างต่อเนื่องในอนาคต ในการศึกษามูลค่าการผลิต ผู้วิจัยได้รับสำเนาบัญชีการผลิตยาจำนวนทั้งสิ้น 10 ราย จากกลุ่มตัวอย่าง49 ราย และในการศึกษาสัดส่วนการกระจายยาจากผู้ผลิตและผู้นำเข้ายาโดยใช้แบบสอบถามที่สร้างขึ้นเอง ได้รับข้อมูลที่สามารถใช้ได้เป็นอัตราการตอบกลับร้อยละ 49.08 (160 จาก 326 บริษัท) ผลการศึกษาคือ ในปี 2543 และ 2544 ได้ค่า CF ที่ใช้ปรับมูลค่าการผลิตที่รายงานไปยังกองควบคุมยา เท่ากับ 1,048 และ 1.003 ส่วนค่า CF ที่ใช้ปรับมูลค่าการนำเข้าที่รายงานไปยังกองควบคุมยา เท่ากับ 1,766 และ 1,263 และได้ข้อมูลมูลค่าการบริโภคยา ภายในประเทศ ณ ราคาผู้ประกอบการ ประมาณห้าหมื่นล้านบาท และสี่หมื่นล้านบาท ตามลำดับ เนื่องจากการศึกษานี้ได้ข้อมูลสำเนาบัญชีการผลิตจากผู้ผลิตจำนวนน้อยค่า CF ของมูลค่าการผลิตที่คำนวณได้จึงยังขาดความน่าเชื่อถือ ผู้วิจัยมีสมมติฐานว่าหากพฤติกรรมของผู้ประกอบการเป็นแนวทางเดียวกันในทุกประเภทของการรายงานแล้ว จะสามารถนำค่า CF ของมูลค่าการนำเข้ามาปรับมูลค่าการผลิตแทนได้ ซึ่งจะได้มูลค่าการบริโภคยาของประเทศ ณ ราคาผู้บริโภคของปี 2543 เท่ากับ 89,818,752,074.11 บาท และปี 2544 เท่ากับ 73420,994,953.75 บาท การศึกษานี้ พบปัญหาและอุปสรรคมากมายหลายประการ อาทิเช่น คุณภาพของข้อมูลและการกำหนดรูปแบบการรายงานข้อมูลการผลิต นำเข้า และส่งออกยา โครงสร้างฐานข้อมูลและการเชื่อมโยงระหว่าฐานข้อมูลที่เกี่ยวข้องอันนำไปสู่ข้อเสนอแนะทั้งในส่วนของคุณภาพรายงาน ส่วนโครงสร้างฐานข้อมูลและสำหรับงานวิจัยในอนาคต ข้อเสนอแนะเชิงนโยบายในส่วนโครงสร้างฐานข้อมูลและความเชื่อมโยงระหว่างฐานข้อมูลของ หน่วยงานใน อย. ได้แก่ หน่วยงานที่ทำหน้าที่คล้ายหรือเกี่ยวข้องกัน ควรมีการกำหนดวัตถุประสงค์ของโครงสร้างฐานข้อมูลร่วมกัน รวมทั้งรายละเอียดบางส่วนเพื่อให้สามารถเชื่อมโยงกันได้ ข้อเสนอแนะสำหรับงานวิจัยในอนาคต ได้แก่ เพิ่มการวิจัยในส่วนของการกระจายยา มูลค่าการส่งออก การศึกษาสัดส่วนการบวกเพิ่มจากต้นทุนให้มีความครอบคลุมและละเอียดมากยิ่งขึ้นพัฒนาฐานข้อมูลต่างๆ ที่มีอยู่ เพื่อให้สามารถใช้ข้อมูลในการพัฒนาอุตสาหกรรมให้เป็นรูปธรรมและมีความชัดเจนยิ่งขึ้น http://164.115.27.97/digital2024/files/original/8a6bad33894c0ac118adfaeb22e9c5ca.pdf 1f09926bc376ff455412bd9208f3b47d Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
