Social organization and the development of Tambon Civil Society : a case study on Ubonrat District, Khon Kaen Province Abstract A summary of the resource. องค์กรทางสังคมกับการพัฒนาประชาคมตำบล :กรณีศึกษาอำเภออุบลรัตน์ จังหวัดขอนแก่น การศึกษานี้เป็นการศึกษาเชิงเปรียบเทียบกระบวนการเกิดประชาคมตำบลและองค์กรทางสังคมใน ชุมชนตำบลทุ่งโป่งและตำบลโคกสูง อำเภออุบลรัตน์ จังหวัดขอนแก่น โดยใช้วิธีวิจัยเชิงวิเคราะห์ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เจ้าหน้าที่ของรัฐ และองค์กรพัฒนาเอกชนที่ปฏิบัติงานพัฒนาในพื้นที่ สนทนากลุ่มกับผู้นำชุมชน และสัมภาษณ์ประชาชนโดยใช้แบบสอบถาม โดยเลือกประชาชนจากครัวเรือนที่มีฐานะแตกต่างกันในชุมชนและไม่ได้ดำรงตำแหน่งเป็นกรรมการ องค์กรในชุมชน สัมภาษณ์ทุกหมู่บ้าน ๆ ละ 9 ครอบครัว จำนวนรวม 180 ครอบครัว พบว่าวิถีชีวิตชุมชนชนบทมีความเป็นประชาคมในระดับหมู่บ้าน ความเชื่อมโยงของชุมชนตามแนวประชาคมในระดับตำบลโดยพื้นฐานในมิติของศาสนาวัฒนธรรมและเครือญาติ จากการศึกษานี้สรุปได้ว่า ปัจจัยภายนอกที่เอื้อต่อการเกิดประชาคมตำบลเกิดขึ้นไม่นาน ได้แก่ การกระจายอำนาจการปกครองและการจัดการทรัพยากรสู่ชุมชน ปัจจัยภายในชุมชนที่เอื้อต่อการเกิดประชาคมตำบลคือ ระบบเครือญาติโดยเฉพาะทางญาติฝ่ายหญิง การใช้ภูมิปัญญาท้องถิ่น การมีเศรษฐกิจพอเพียง การรวมกลุ่มชาวบ้าน เกิดกระบวนการเรียนรู้และมีผู้นำชุมชนดี ในทั้งสองชุมชนมีประชาคม แต่เป็นคนละระดับ องค์กรทางสังคมในชุมชนส่วนใหญ่จัดตั้งโดยรัฐเหมือนกันทั้งสองตำบล องค์กรที่มีเครือข่ายทำงานชัดเจนเหนือระดับหมู่บ้านคือ อสม. และ อบต. ลักษณะการทำงานของทั้งสององค์กรเป็นไปตามกรอบของทางราชการ ในปัจจุบันแม้องค์กรเหล่านี้จะเป็นที่ยอมรับของชุมชน แต่ยังไม่สามารถช่วยแก้ปัญหาความขัดแย้งด้านการใช้ทรัพยากรของชุมชน เมื่อวิถีชีวิตเปลี่ยนจากการเกษตรเป็นอุตสาหกรรม ความขัดแย้งและการขาดการประสานงานระหว่างกลุ่มเป็นเงื่อนไขที่ทำให้ประชาคมตำบลอ่อนแอดังเช่นกรณีตำบลโคกสูง ส่วนตำบลทุ่งโป่งมีปัจจัยที่ช่วยให้เกิดประชาคมที่ชัดเจนกว่า เช่น สภาพชุมชนที่ยังคงเป็นภาคเกษตร ไม่มีความขัดแย้งเรื่องการใช้ทรัพยากรรุนแรง อบต.สามารถประสานงานในแนวราบได้ดี เนื่องจากผู้นำ อบต.และสมาชิกได้รับประสบการณ์การทำงานร่วมกับองค์กรภายนอก เช่น โครงการพัฒนาชุมชนยั่งยืนฯ และเครือข่าย ทำให้ อบต.มีการประชุมต่อเนื่อง มีการกำหนดกิจกรรมและประสานผลงาน จัดสรรงบประมาณสนับสนุนกิจกรรมสาธารณะของชุมชน ทำให้เกิดการประสานงานในแนวราบได้ จนสามารถแก้ปัญหาแหล่งน้ำของตำบลได้โดยประชาชน ซึ่งเป็นตัวอย่างของการเกิดประชาคมในตำบลทุ่งโป่ง จากการศึกษาครั้งนี้ สรุปได้ว่า พื้นฐานประเพณีวัฒนธรรมอีสาน และระบบเครือญาติเป็นพื้นฐานสำคัญที่เอื้อให้เกิดประชาคมตำบลในสภาวะปกติของชุมชนเกษตร แต่กลับไม่เพียงพอที่จะช่วยแก้ปัญหาความขัดแย้งของชุมชนได้ องค์กรชุมชนต้องสร้างระบบการทำงานที่มีการประสานงานในแนวราบ มีการบริหารจัดการและโปร่งใส กระบวนการตัดสินใจแบบประชาธิปไตย ซึ่งจะเกิดขึ้นได้ดีก็เมื่อประชาชนสำนึกว่ากิจการสาธารณะคือภารกิจของตนด้วย http://164.115.27.97/digital2024/files/original/a3a71000c7395e5478b54f9f113b6b2c.pdf cb37435d1e87a030197b1b1c5d362ba6 Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
