Claims Outpatient and Inpatient Services under Civil Servant Medical Benefit Scheme, 1997 Abstract A summary of the resource. ค่ารักษาพยาบาลผู้ป่วยนอกและผู้ป่วยใน ภายใต้สวัสดิการรักษาพยาบาลข้าราชการ พ.ศ.2540การศึกษานี้มีวัตถุประสงค์เพื่อรวบรวมข้อมูลค่ารักษาพยาบาลของผู้ป่วยภายใต้สวัสดิการรักษาพยาบาลของข้าราชการซึ่งคุ้มครองข้าราชการ, ลูกจ้างประจำ ข้าราชการบำนาญ และบุคคลในครอบครัว ทั้งผู้ป่วยนอก ผู้ป่วยในรพ.เอกชน และผู้ป่วยในรพ.รัฐ ในกรุงเทพ และ4 จังหวัด ได้แก่ กระบี่, อยุธยา, พิษณุโลก และบุรีรัมย์ การเก็บข้อมูลใช้วิธีสุ่มอย่างเป็นระบบและสัดส่วน จากข้อมูลในช่วงเวลาที่กำหนด มิถุนายน 2539 ถึง มีนาคม 2540 ให้ได้ข้อมูลตามจำนวนเป้าหมายที่ตั้งไว้ ผลการศึกษาพบว่า1)การเบิกค่ารักษาพยาบาลผู้ป่วยนอกเป็นการเบิกเพื่อตัวข้าราชการเอง ประมาณร้อยละ 40-50 ในขณะที่ผู้ป่วยในเป็นการเบิกเพื่อตัวข้าราชการเองประมาณหนึ่งในสาม สำหรับข้าราชการบำนาญและบุคคลในครอบครัว สัดส่วนเพื่อการเบิกเพื่อตัวข้าราชการเอง ร้อยละ 70-90 สำหรับกรณีผู้ป่วยนอก และร้อยละ 50-60 สำหรับกรณีผู้ป่วยใน2)ค่ารักษาพยาบาลกรณีผู้ป่วยนอก ใน กทม. สูงกว่าส่วนภูมิภาค3)ค่ารักษาพยาบาลผู้ป่วยในรพ.เอกชนสำหรับข้าราชการบำนาญสูงกว่าข้าราชการและครอบครัว4)การเบิกค่ารักษาพยาบาลกรณีผู้ป่วยในรพ.เอกชน พบว่าผู้มีสิทธิ์เบิกค่ารักษาพยาบาลได้คืนมากกว่าครึ่งทั้งในกลุ่มข้าราชการและข้าราชการบำนาญ 5)ค่ารักษาพยาบาลผู้ป่วยใน รพ.รัฐ ต่ำกว่า รพ.เอกชน6)วันนอนโดยเฉลี่ยใน รพ.เอกชน สั้นกว่าใน รพ.รัฐบาล7)ลักษณะการกระจายของค่ารักษาพยาบาลกรณีผู้ป่วยใน ข้าราชการฯที่รพ.เอกชน ใน กทม. พบว่าร้อยละ 10 ของผู้ป่วยที่มีค่ารักษาพยาบาลสูงสุดนั้น มีรักษาพยาบาลถึง 48.58)โครงสร้างค่ารักษาพยาบาล พบว่าค่ายามีสัดส่วนประมาณร้อยละ 80
