Public policy mapping in North Eastern Region Abstract A summary of the resource. การศึกษาเชิงพรรณนาครั้งนี้มีจุดมุ่งหมายเพื่อศึกษากระบวนการได้มาซึ่งนโยบายสาธารณะของภาครัฐในรูปแบบต่างๆ ในภาคตะวันออกเฉียงเหนือในช่วงปี พ.ศ. 2546 – 2547 โดยผู้วิจัยได้ดำเนินการศึกษารวบรวมข้อมูลจากเอกสาร การสัมภาษณ์แบบเจาะลึก รวมทั้งการมีส่วนร่วมในกระบวนการจัดทำนโยบายสาธารณะ ซึ่งผลการศึกษาได้ปรากฏดังต่อไปนี้ นโยบายสาธารณะที่สำคัญที่ได้ทำการศึกษาประกอบด้วย 1)แผนยุทธศาสตร์ เพื่อพัฒนาขีดความสามารถในการแข่งขันของภาคตะวันออกเฉียงเหนือ โดยสำนักงานพัฒนาเศรษฐกิจและสังคมแห่งชาติภาคตะวันออกเฉียงเหนือ 2)ยุทธศาสตร์ระดับกลุ่มจังหวัดของภาคตะวันออกเฉียงเหนือ และ 3)ข้อเสนอเชิงนโยบายและยุทธศาสตร์จากสมัชชาสุขภาพแห่งชาติ พ.ศ. 2546 โดยกระบวนการจัดทำนโยบายสาธารณะทั้ง 3 ฉบับนี้ได้เปิดโอกาสให้ประชาชนมีส่วนร่วมในการให้ข้อมูลพื้นฐานในการจัดทำร่างนโยบาย แต่มีเพียงการจัดทำข้อเสนอเชิงนโยบายและยุทธศาสตร์ จากสมัชชาสุขภาพแห่งชาติ พ.ศ. 2546 เท่านั้นที่ให้ประชาชนมีส่วนร่วมในกระบวนการจัดทำร่างข้อเสนอในขั้นตอนต่อไป รวมถึงการรับรู้ ตัดสินใจเพื่อจัดทำร่างนโยบายที่เสนอต่อผู้มีอำนาจในการตัดสินใจเลือกใช้นโยบายดังกล่าว ส่วนอีก 2 กระบวนการนั้นประชาชนได้มีโอกาสเข้าไปมีส่วนร่วมในการตัดสินใจในกระบวนการจัดทำร่างนโยบายน้อยมาก แนวคิดในการจัดทำร่างนโยบายทั้ง 3 ฉบับมีความแตกต่างกัน โดยแผนยุทธศาสตร์เพื่อพัฒนาขีดความสามารถในการแข่งขันของภาคตะวันออกเฉียงเหนือและยุทธศาสตร์ระดับกลุ่มจังหวัดของภาคตะวันออกเฉียงเหนือ มุ่งเน้นไปที่การเพิ่มศักยภาพในการแข่งขันเชิงการค้าเพื่อก่อให้เกิดรายได้ในภูมิภาค ส่วนข้อเสนอเชิงนโยบายและยุทธศาสตร์จากสมัชชาสุขภาพแห่งชาติมุ่งเน้นไปที่การสร้างสุขภาวะของมนุษย์ให้ครบทุกองค์ประกอบได้แก่ กาย จิตใจ สังคม และปัญญา (จิตวิญญาณ) ซึ่งแนวคิดที่แตกต่างกันนี้ส่งผลถึงกระบวนทัศน์และแนวทางในการกำหนดนโยบายที่แตกต่างกัน ส่งผลถึงการวัดและประเมินผลนโยบายที่ตามมาโดยแผนยุทธศาสตร์เพื่อพัฒนาขีดความสามารถในการแข่งขันของภาคตะวันออกเฉียงเหนือและยุทธศาสตร์ระดับกลุ่มจังหวัดของภาคตะวันออกเฉียงเหนือสามารถประเมินผลได้ชัดเจนมากกว่าการประเมินผลของข้อเสนอเชิงนโยบายและยุทธศาสตร์จากสมัชชาสุขภาพแห่งชาติที่ต้องทำประเมินในหลายองค์ประกอบ กระบวนการจัดทำนโยบายสาธารณะควรเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินการในขั้นตอนต่างๆ มากขึ้น และมีส่วนร่วมในการตัดสินใจเลือกนโยบายที่จะมีผลมาใช้กับประชาชนเอง เพื่อให้นโยบายที่จะเกิดขึ้นในอนาคตสามารถตอบสนองต่อปัญหาและความต้องการของประชาชนได้อย่างแท้จริง
