Important factors influencing readiness, barriers and supporting crateria for Good Manufacturing Practice(GMP) among pharmaceutical manufacturers Abstract A summary of the resource. การศึกษาปัจจัยสำคัญที่มีต่อความพร้อม อุปสรรค และมาตรการในการส่งเสริมพัฒนาโรงงานให้สามารถผลิตยา ตามหลักเกณฑ์ GMP การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาปัญหา อุปสรรคของโรงงานในการปฏิบัติตามหลักเกณฑ์ GMP ติดตามผลการดำเนินงานของหน่วยงานที่เกี่ยวข้อง ศึกษาความพร้อมของโรงงาน และมาตรการส่งเสริมการดำเนินการตามข้อกำหนดของ GMP ฉบับใหม่ ประชากรที่ศึกษา คือ โรงงานผลิตยาแผนปัจจุบัน จำนวน 176 แห่ง (โรงงานได้ GMP 129 แห่ง และไม่ได้ GMP 47 แห่ง) กลุ่มตัวอย่างใช้วิธีการสุ่มแบบชั้นภูมิ (Stratified Sampling) การรวบรวมข้อมูลใช้แบบสอบถาม การสัมภาษณ์ สนทนากลุ่ม และประชุมระดมความคิดเห็น ผลการศึกษา โรงงานที่ได้ GMP แล้ว ให้ความสำคัญกับปัญหาลำดับแรก คือ ด้านงบประมาณ โดยมีผลเกี่ยวเนื่องไปสู่ปัญหาด้านอื่นที่จำเป็นต้องทำไปพร้อม ๆ กัน ได้แก่ อาคารสถานที่ ระบบเอกสาร และบุคลากร และเมื่อได้ GMP แล้ว จะมีภาวะกดดันมากที่จะต้องรักษาสถานภาพที่ต้องใช้งบประมาณเพิ่มตลอดเวลา โดยเฉพาะอย่างยิ่ง โรงงานที่ได้ GMP ระดับ 2 ปี ส่วนโรงงาน ที่ไม่ได้ GMP มองว่าการขาดที่ปรึกษาเรื่อง GMP เป็นปัญหาสำคัญลำดับแรก ในด้านการตรวจสอบ GMP โรงงานมีความเห็นไปในทางเดียวกันว่า เกณฑ์การตรวจสอบของเจ้าหน้าที่ยังขาดความชัดเจนและเที่ยงตรง เจ้าหน้าที่ต่างคนมีเกณฑ์ต่างกันทำให้โรงงานต้องแก้ไขหลายครั้งในเรื่องเดิม ส่วนความคิดเห็นเกี่ยวกับการบังคับใช้ GMP เป็นกฎหมาย โรงงานร้อยละ 58.6 เห็นด้วยกับการบังคับใช้เพราะต้องการให้มีการพัฒนามาตรฐานโรงงานและคุณภาพยาให้เป็นสากล ทัดเทียมกับต่างประเทศ ส่วนกลุ่มไม่เห็นด้วย ให้เหตุผลว่า ควรแก้ไขปัญหาหรือข้อจำกัดเดิมเสียก่อนและการบังคับใช้เป็นกฎหมายอาจเปิดโอกาสให้มีการแสวงหาผลประโยชน์ได้ ด้านมาตรการส่งเสริมการพัฒนา ต้องทำอย่างครบวงจร ทั้งการแก้ไขปัญหาและการกำหนดทิศทางการพัฒนาในอนาคต ประเด็นที่ควรพิจารณา คือ การทบทวนนโยบายของรัฐ ได้แก่มาตรฐาน GMP สากล การนำเข้ายาจากต่างประเทศ การส่งเสริมการตลาดทั้งในและต่างประเทศ และการทบทวนบทบาทขององค์การเภสัชกรรม ข้อเสนอแนะเพื่อการพัฒนาต่อไป คือ ควรจัดทำคู่มือ เอกสาร และทีมที่ปรึกษาเรื่อง GMP และส่งเสริมบทบาทของภาคเอกชน เพื่อให้ความช่วยเหลือ และสร้างพลังในด้านการส่งออกผลิตภัณฑ์ยาต่อไป http://164.115.27.97/digital2024/files/original/395e410ea4dc60e271424f0124f08944.pdf 19ba0b784860d1bd6af922a31479fc12 Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
