Health information radio and television media for the public Abstract A summary of the resource. รายงานการวิจัยเรื่อง สื่อวิทยุโทรทัศน์เพื่อข่าวสารสุขภาพเพื่อประชาชน จัดทำขึ้นเพื่อสำรวจรายวิทยุ และ รายการโทรทัศน์ที่เกี่ยวเนื่องการสุขภาพของคนไทย โดยเน้นที่รายการเพื่อสุขภาพโดยตรง ทั้งนี้เริ่มจากการสำรวจผังรายการโดยภาพรวม เพื่อวิเคราะห์สัดส่วนของเนื้อหา จากนั้นจึงเลือกสรรรายการในกลุ่มตัวอย่างเพื่อศึกษาเจาะลึกถึงรายละเอียดของกระบวนการผลิตรายการวิทยุและโทรทัศน์เพื่อสุขภาพ โดยเน้นการสอบถามปัญหา อุปสรรค และข้อเสนอแนะจากผู้ผลิตรายการ หรือที่คณะวิจัยใช้คำเรียกว่า “นักสื่อสารสุขภาพ” เพื่อให้การวิเคราะห์รอบด้านขึ้น คณะวิจัยได้อ้างอิงข้อมูลพื้นฐานเกี่ยวกับโครงสร้างและระบบของสื่อวิทยุ สื่อโทรทัศน์ จากนั้นได้สัมภาษณ์ผู้ที่กำหนดทิศทางการบริหารของสถานี ทั้งสถานีของภาครัฐและสถานีของเอกชน เพื่อสะท้อนให้ภาพนโยบายการผลิตรายการเพื่อสุขภาพ ดังนั้นงานวิจัยครั้งนี้ ได้ทำการสำรวจผังรายการ ตรวจสอบโครงสร้างสื่อ สำรวจรายการเพื่อสุขภาพ และสัมภาษณ์จากนักสื่อสารเพื่อสุขภาพ จนนำมาซึ่งผลการวิจัยที่วิเคราะห์เชื่อมโยง เพื่อให้ภาพรวมของการนำเสนอรายการวิทยุ รายการโทรทัศน์เพื่อสุขภาพ โดยเฉพาะปัญหา อุปสรรค์และขอเสนอแนะที่จะนำไปสู่การวิจัยต่อเนื่อง หรือพัฒนาไปเป็นข้อเสนอเชิงนโยบายเพื่อเสนอภาครัฐและสังคมต่อไป เช่นการอำนวยความสะดวกเรื่องศูนย์ข้อมูลสุขภาพเพื่อให้นักสื่อสารสุขภาพซึ่งส่วนใหญ่มีพื้นฐานความรู้ทางด้านสื่อสารมวลชนมากกว่าด้านสุขภาพโดยตรง ดังนั้นถ้ามีช่องทางในการเข้าถึงและแลกเปลี่ยนข้อมูลระหว่างนักสื่อสารข้อมูลสุขภาพ กับ หน่วยงานของรัฐและเอกชนที่ทำงานด้านสุขภาพโดยตรงจะเป็นประโยชน์มากขึ้นต่อผู้ผลิตและนำเสนอรายการ ข้อเสนอแนะอีกประการสำคัญคือ การปรับปรุงนโยบายของรัฐในเรื่องการสื่อสารมวลชนเพื่อข้อมูลข่าวสารเพื่อสุขภาพในการนำไปสู่การนำเสนอข้อมูลที่เป็นประโยชน์ต่อประชาชนอย่างเต็มที่ ทั้งนี้รัฐควรมีนโยบายสนับสนุนผู้ผลิตรายการเพื่อสุขภาพ รวมทั้งมีสื่อบริการสาธารณะ หรือ สื่อชุมชนที่เน้นบริการประชาชน ไม่แสวงหากำไร เพื่อให้ผู้ผลิตสามารถสร้างสรรค์รายการได้อย่างเต็มที่ และ ประชาชนได้รับประโยชน์ เพราะปัญหาที่ผู้ผลิตสื่อเผชิญอยู่ในปัจจุบันคือ ภาวการณ์พึ่งพิงสินค้าและบริการอันนำซึ่งการโฆษณาแฝง ที่ส่งผลต่อการกำหนดเนื้อหารายการ การให้ความสำคัญกับรายการเพื่อบริการสาธารณะ ไม่แสวงหากำไร และสนับสนุนผู้ผลิตสื่อขนาดกลางและขนาดเล็กที่มีความคิดสร้างสรรค์ได้มีโอกาสเข้าถึงสื่อ และมีผู้สนับสนุน จำให้เกิด “นักสื่อสารข้อมูลสุขภาพ” ที่ขยายทั้งปริมาณและคุณภาพเพิ่มมากขึ้น ในการสื่อสาร ข้อมูล ความรู้ ความจริง ที่ถึงพร้อมทั้งเนื้อหาสาระและสีสันชวนติดตามไปสู่สาธารณชนมากกว่าที่เป็นอยู่ในปัจจุบัน
